Ratings firm raises red flag about D-FW home prices

Dallas-Fort Worth is one of most overvalued home markets in the country, a top Wall Street analyst warns.

In it most dire warning yet about the rate of North Texas home price gains, Fitch Ratings says that home prices in the D-FW area are as much as 19 percent overstated.

"The Dallas housing market has shown the most significant overheating in the last two years and is now 15 percent to 19 percent overvalued," Fitch managing director Grant Bailey said in a new report. "Overvalued markets are more likely to experience a slowdown in price growth, or a price correction."

Fitch Ratings has been warning about overheating in the local real estate market since 2015.

During that time the analyst’s estimate of overvaluation has steadily increased.

"Fitch estimates that approximately 17 percent of the country’s home prices are more than 10 percent overvalued," the report said. "Fast home price growth in some regions – California, Florida and Texas – appears to be exceeding the supporting economic fundamentals."

Along with D-FW, Las Vegas and Portland, Ore are also rated as the most overvalued markets in Fitch’s comparison of 20 major markets.

Dallas-Fort Worth home prices have shot up by more than 40 percent in the last four years and are now at record levels.

Strong employment and population growth in the area and a shortage of homes for sale has fueled the price boom, local analysts say.

Dr. James Gaines, chief economist with the Real Estate Center at Texas A&M University, said warnings by Fitch and other national analysts about the rate of D-FW home price growth are overstated.

As long as the economy continues to grow, he doesn’t believe North Texas’ home values are out of whack.

"We don’t’ think it’s a bubble," Gaines said. "These reports have been coming out for years.

"Generally I don’t pay much attention to them," he said. "You can’t ignore it because people are reading it.

While North Texas home prices have been rising faster than income increases, Gaines said things aren’t at a critical level yet.

"If the median price is six times median income you have a real problem," he said. "Currently it’s a little higher than normal but not in the danger zone."

Gaines said that eventually the rate of North Texas home price increases will slow as the economy down shifts or home supply catches up with demand.

Median prices of single-family homes sold by real estate agents in the D-FW area rose by about 10 percent in 2017 from the year before.

"Eventually the market will balance out and these near double digit rates of increase in median home prices will come to a halt and it will revert back to a 3 to 4 percent annual increase," he said. "Everybody will think the sky is falling but it is getting back to normal."

Along with D-FW, Las Vegas and Portland, Ore., other U.S. home markets where Fitch raised a red flag include Phoenix (10 percent to 14 percent overvalued) and Atlanta, Denver, Los Angeles, Sand Diego, San Francisco Seattle and Tampa – which Fitch said are 5 percent to 9 percent overvalued.

Analysts with the ratings firm said that recent increases and expected rises in home mortgage rates aren’t likely to put the brakes on home prices.

"Home price growth is likely to remain solid in most regions in the near term due to strong economic growth and tight supply," he report said. "Historically, home prices have been notably more correlated with unemployment and income growth than with mortgage rate movements."

How Did Texas Housing Weather Hurricane Harvey?

When Hurricane Harvey struck Texas last summer, many housing experts worried what the megastorm’s effect on the market would be. Turns out, their fears of a wounded market were needless.

"Despite the devastation of Hurricane Harvey,” said Kaki Lybbert, Chairman of the Texas Association of Realtors, “the Texas housing market had a very strong fourth quarter, helping solidify 2017 as another record-breaking year in Texas real estate.”

According to the 2017 Texas Real Estate Year in Review report from the Texas Association of Realtors, home sales volume and home prices in the Lone Star State reached all-time highs for the third year in a row last year. Overall, Texas home sales jumped 4 percent, with 336,502 homes sold statewide. Home prices also experienced steady increases in 2017, with the median sales price increasing 6.7 percent from the year prior, to $223,990.

The average sale spent just shy of two months on the market last year. According to the report, Texas overall had about three months of inventory in rotation by the end of Q4. In Q4 itself, that was a 0.1 percent dip. A stable inventory should be about six months. Active listings increased 5.5 percent from 2016 to 2017.

The strongest growth in median prices occurred in the Dallas-Fort Worth metroplex, where a third of houses for sale last year closed between $200,000 and $300,000. About two-thirds of Texas houses were occupied by the owner at the end of the year.

Lybbert attributed the strong growth to the sizable influx of residents and job growth across the state last year.

“With more than half a million people moving to the Lone Star State each year, we anticipate the Texas housing market will remain a hotbed for activity," she said.

Jim Gaines, Chief Economist with the Real Estate Center at Texas A&M University, said the year ahead should stay strong.

"Across the state, we are projecting sales activity to be even more robust in 2018,” Gaines said. “One of the big drivers will be from first-time homebuyers finding opportunity in the market with more builders focusing on the entry-level price point and lenders relaxing the requirements for first-time homebuyers. Additionally, the likelihood of more volatile interest rates in 2018 will influence homebuyers to buy now rather than later."

While Lybbert said she was happy with the strength of Texas’ 2017 market, she also echoed what many housing insiders say about continuously rising housing prices nationally—namely, that affordability needs to be guarded.

"The Texas housing market remains in such high demand that we continue to see low levels of housing inventory and strong increases in home prices,” Lybbert said. “While that continues to be good news for property owners, Texas Realtors will also continue to advocate for affordable options for all Texans."

Cox believes the opiate addiction began in a time when doctors started considering ‘pain’ as a vital sign. Doctors saw patients experiencing pain and immediately prescribed drugs to make it go away. As Cox put it, doctors who weren’t addressing pain weren’t considered good doctors.

But a good doctor in 2018 knows substance abuse recovery starts outside the walls of the clinic. Pathway officials work to increase access to treatment while removing the stigma associated with addiction. They also support measures to avoid law enforcement-heavy approaches when it comes to drugs.

"Locking someone up isn’t the answer. Without treatment, they will releapse," he said.
